the administration will act is still in question. meanwhile, nra president pierre will publicly address the newtown tragedy tomorrow. it is the first time the nra has addressed it. when you say why has it taken this long, this is a dramatic shift for the nra overall. they have remained silent following other mass shootings. "outfront" tonight, james carville, and the writer for the national review. good to see both of you. james, let me start with you with the number. the nra spent $240 million in 2010. $17 million this election alone backing candidates that would support nra positions. in 2009, the nra pushed through laws relaxing the ability to carry guns on amtrak. i will admit i don't understand the need for that at all and new laws relaxing gun bans in national parks. what can we expect the nra to go along with? >> in louisiana they pushed a law to allow people to carry guns in churches. the bishop put the stop to that. look, they're very powerful group. no question about it. and they put a lot of stuff through and a lot of people not just the congress but state legislators are mortified for t

say the nra uses money, power, scare tactics to hold lawmakers hostage to the agenda opposing gun regulations. i want to bring in richard painter and the law professor of minnesota and joining us from minneapolis who wrote an opinion piece, an op ed in "the new york times," and a protection racket where people are controlled by organized criminals, corrupt politicians. when you hear the head of the nra today say that gun laws are not the answer it really is arming people, arming somebody in that school that could have saved lives, what is your response? >> well, we -- of course, should focus on mental health issues. we should have fewer violent movies and video games and have better security in our schools, but nothing is going to change the fact that the last thing those children saw if they looked up, and i hope they didn't, is the end of a weapon manufactured by his financial backers. lapierre says if one of those teachers had a weapon they could have killed the gunman and could have saved lives and that was the potential outcome had there been someone armed in that school. >>

correct and partially wrong. it looks like the nra's proposal is a lot like exactly what happened after 9/11. immediately though grabbed any federal agent they could to throw them on the planes and later on they put together a really poorly implemented program to arm pilots. and not very many volunteered for the program. i can see the reality. look. he is right in some regard. if someone shows up at a school and there is an armed principal and armed guard clearly that is not going to happen it's unseasonable for starters. it is impractical. let alone the safety implications that come out of all of this. did it work in the skies though? >> well, could argue that it is working because there hasn't been an incident but it looks like every time an american aircraft that gets hijacked there hasn't been any air marshals or both planes that have in iad's on board most of them didn't have armed marshals on them and i don't think there were any armed pilots on them either. so, the air marshall program alone is a billion-dollar program. and the armed pilots program is a lot of the pilots believe it

proposals passed will be the nra and whether or not they have changed their stance at all and whether they will support republican and democrat members who have been in. ra supporters. will they be supportive of them in voting for this kind of legislation if it gets there? >> i think it depends what the legislation ends up being, march that. the president gave a pretty sweeping mandate yesterday to the new task force being led by the vice president to look at, yes, new gun ons but also as you mention, mental health issues, school safety issues, and so on. it depends on what we end up with as the final product. the nra says they will do a press conference in pretty short order. they are going to start to address some of these issues. you're right to point out since the expiration of the assault weapons ban in 2004, the reason it hasn't been reinstituted is because not just because of republican opposition to it but because of a lot of democrats as well. now that is changing, especially after this connecticut tragedy. a lot of people who resisted this kind of thing in the past now are s
